It's old news, candidly I've forgotten. But I suspect each of the two houses were indeed NOT controlled by Democrats for all four years of the Trump administration. My memory of it is vague, and fading, and it's after 1:AM in my neck of the forest. But I believe Majority Leader McConnell (R-KY) held tenure during at least part of President Trump's single term. BUT !! Speaker Pelosi (D) was probably also there. I don't recall who was president when she handed the gavel over.
In any case, speaking of dodging, seems to me some of congressional appropriations during Trump's tenure were bipartisan. You can blame Dems. if you like. But in that case it's YOU that are dodging.
